All commissioners apptd by gov; 2 shall be selected from nominees by LA's 6 Deepwater Ports (each recommending 2 nominees); 1 from each PSC District - of these 1 selected for his primary interest in protecting unique coastal env of LA, 3 members at large; 1 additional member from the parish from which the terminal is offshore. Once location finalized; 1st vacancy from the PSC District (where facility located offshore) filled from list of 3 names submitted by governing authority of off shore terminal location. If offshore from more then 1 parish, each governing authority will submit a list of 3 names from which gov will select 1. Serve at gov's pleas.
