The board shall consist of 13 members all appointed by the governor; 1 from the district at large; the remaining 12 members shall be appointed by the governor as follows: Two qualified electors residing in that portion of each parish within the district from nominations submitted by the members of the legislature serving that portion of each parish within the district. All members of the board appointed by the governor shall serve terms concurrent with that of the governor. Each appointment by the governor shall be submitted to the Senate for confirmation
