The bd shall be composed of 8 mems apptd by the gov, who shall serve at the pleasure of the gov. At least 1 mem shall be apptd form each cd. Each appt by the gov shall be submtd to the Sen for conf. Mems shall be a duly qualified registered voter of LA & been domiciled in LA for at least 12 consec months prior to appt. Each mem shall be a registered cosmetologist active for at least 5 yrs prior to appt, in the practice of cosm or as an instructor of cosm in LA. Mems shall not all be grads from same school. No more than 2 mems shall be connected directly or indirectly with the ownership of a school of cosmetology.
